Parliamentary Committee Expresses Dismay Over LCA Project Delays, Cost Over runs

2007-05-04 In a stinging censure of the country's prestigious Light Combat aircraft (LCA) project, a key Parliamentary committee today expressed dismay that even after 20 years of its inception, only the structure of the fighter was ready.

Taking "serious note" of the inordinate delay, the Parliamentary Standing Committee on Defence has recommended that the government fix a "strict deadline" for the project, failing which it should be thrown open to foreign collaboration.

Stating that the delay in going ahead with the arming of the fighter and development of an indigenous aero engine was hitting the operational preparedness of the country, the committee stressed that time had come for Government to take the hard option and set a deadline for the project.

It also stressed that IAF experts and personnel should be closely associated with the project, which was running into time and cost overruns. The committee has also expressed concern over heavy slippage in the weapons integration on the indigenous Light combat helicopter, Jaguar fighter upgrade, Sea Harrier upgrade and development of a light combat helicopter.
