Hurriyat agrees to end violence in Kashmir2005-09-05 The Centre and the separatist Hurriyat Conference have agreed to end violence in Jammu and Kashmir, saying it had no role in a democracy and an honourable and durable solution will be found to the vexed issue.This was agreed during a marathon three-hour meeting between Prime Minister Manmohan Singh and a five-member Hurriyat delegation at the 7-Race Course Road residence of the Prime minister on Monday. The Prime Minister also agreed to review all cases of those held in detention and ensured that violation of human dignity would not be tolerated. The Centre also announced a slew of measures, including troop reduction and time-bound review of cases under the Public Safety Act and POTA, for restoring peace in Jammu and Kashmir if violence and infiltration came to an end. The PM asserted that if there is a cessation of violence and an end to infiltration, conditions would be created for reduction of the Armed Forces. Both sides agreed to carry forward the dialogue process so that all regions and shades of political opinion in the state are involved. However, no date has been fixed for the next round of the talks. The Prime Minister was assisted at the talks by Home Minister Shivraj Patil, Home Secretary V K Duggal, Principal Secretary S K Lambah, National Security Adviser M K Narayanan and centre's interlocutor on Jammu and Kashmir N N Vohra. Besides the Mirwaiz, the Hurriyat delegation included Prof Abdul Ghani Bhat, Maulana Abbas Ansari, Bilal Lone and Fazal Haq Qureshi. He said the Government would take all necessary measures to safeguard against human rights violations. The separatist delegation had sought assurance that all forms of violence at all levels should end. "It was felt that the dialogue process should lead to resolution of all issues relating to Jammu and Kashmir," a statement said. The separatist amalgam stated that they would be able to bring up specific suggestions for the resolution of the Kashmir issue at the next meeting. After the discussions, Prime Minister's Media advisor Sanjaya Baru told reporters that Dr Singh, while welcoming the resumption of the stalled dialogue, had reiterated his commitment to ensuring a life of peace, dignity and self respect for the people of Jammu and Kashmir.
